In 2011, the USA Cycling Board of Directors approved a revised organizational governance structure with the goal of ensuring the bylaws and operating principles of the company accurately reflect the current business models of the sport today and for the foreseeable future. The current governance structure is designed to clarify roles and responsibilities and eliminate ambiguity in the original documents when USA Cycling, Inc. was created in 1995.

Sport Committees

The role of the Sport Committees is to serve in an advisory capacity and work with USA Cycling staff to develop competition rules and consider issues relevant to their respective discipline. Each Sport Committee also nominates and elects a representative to the USA Cycling Board of Directors. Representation on the Sport Committees is based on membership categories rather than by region, allowing all of the stakeholders in our sport to have a more relevant and consistent role in the development and growth of each specific discipline.

The Sport Committees meet once a year face to face, usually at the fall meeting in late October or early November. They also conduct conference calls as needed. Sport Committee terms are for two years for non-athletes and four years for athletes. The positions are staggered such that there are elections for various positions held every year.

Board of Directors - Athlete Representatives

Every four years, USA Cycling elects four Athlete Representatives to its Board of Directors.  USA Cycling's Bylaws provide that four Directors shall be athletes - one from each of the following disciplines:  Track, Mountain, Professional Road and BMX.  Each Athlete Representative must be an "Eligible Athlete" as defined in USA Cycling's bylaws.  An Athlete Representative serves a four year term on the Board of Directors and also automatically becomes a member of his or her respective Sport Committee, thereby filling one of the athlete positions on that Sport Committee.
 

Eligible Athletes

The USA Cycling Bylaws generally define an "Eligible Athlete" as one who has (1) within the ten years preceding election, represented the United States in the Olympic or Pan American Games or a USOC Operation Gold event, or a World Championship or (2) within the twenty-four months before election, demonstrated that they are actively engaged in amateur athletic competition by finishing in the top half of USA Cycling’s national championships.   • August 27 — Voting opens online through membership accounts. Please contact elections@usacycling.org if you require a paper ballot.
  • September 7 — Voting closes. Mailed or faxed ballots must be received by this date.

Eligibility Guidelines

 

  1. All qualifications for nominees and voters must be met at the beginning of any election period.
  2. All candidates and voters must be current USA Cycling members in good standing.
  3. Voters may vote in their primary discipline and any other discipline in which they have a license category above the lowest category in those disciplines based on gender.  For the purposes of voting, such disciplines must be designated by the member upon purchase of a USA Cycling annual license.
  4. All coaches must demonstrate they are coaching elite or professional athletes in the respective discipline.
  5. For the purposes of USA Cycling Sport Committee Elections, “Amateur” means members who ARE NOT members of UCI registered teams.  “Professional” means members who ARE members of UCI registered teams.
