This is the first USA Cycling racing license fee increase in 10 years, and is actually a reduction in license fees for members that participate in multiple disciplines. The new license model is not expected to generate any additional revenue for the organization. 
Money from licenses helps support the maintenance and growth of competitive cycling in the United States. Portions of the license fees help provide support for programs such as athlete development, race director education, and medical insurance for riders injured at USA Cycling permitted events. USA Cycling provides local associations with a rebate of $10 for each license designated with road, track, or cyclo-cross as the primary discipline in their area. Additional bonus payouts are provided for growing licenses year-over-year within the local association areas. This rebate program remains intact. USA Cycling has provided over $3 million in direct funding to the local associations and mountain bike promoters since 2003 that has gone back into grassroots programming.
This new system dramatically simplifies the licensing, registration, and on-site check-in process. This one-license model encourages those who specialize in one discipline to try other disciplines without having to purchase a one-day or add-on license. Feedback from our members has shown that although a rider may participate in only one discipline, the previous requirement of having to purchase a separate annual or one-day license was a barrier to participating in multiple disciplines. Plus, this is the first USA Cycling license fee increase since 2003.
USA Cycling offers a very attractive list of benefits for its members. Those benefits and discounts include access to excess medical insurance to protect against medical expenses from injuries sustained during USA Cycling permitted events; travel discounts from partners such as United Airlines and Hertz Rental Cars; discounts on training, nutrition and apparel products such as TrainingPeaks, Bonk Breaker, and Primal; and the recently-announced discount on new Volkswagen purchases.  Other benefits include inclusion in the USA Cycling rankings and eligibility to compete for a Stars-and-Stripes jersey at one of our national championship events. Additionally, membership with USA Cycling is about being part of the national cycling community and helping grow the sport in the United States. As a non-profit, every dollar of revenue generated by USA Cycling goes back to the sport in support of our mission. 
BMX is managed by USA BMX, a for-profit organization that is independent of USA Cycling. USA BMX has its own membership structure and fees. USA Cycling and USA BMX actively work together to grow the sport of BMX racing and to field Olympic and world championship teams.
