Communiqué 1

General Information

  1. All events in this Championship will be run under current USA Cycling and Collegiate Rules and regulations, published event formats, and information in the communiqués.
  2. Helmets must conform to USAC rules: a helmet must meet US DOT helmet standards, or the CPSC standard for bicycle helmets. Helmets must be securely fastened at all times while on the bike; please note that this provision does not apply to a rider warming up on rollers or other stationary warmup device. You may have your helmet inspected at USAC Registration/Packet Pickup.
  3. The Race Officials for this event are: Chief Referee Noreen Landis-Tyson (cell 719-338-7223, nglt@mac.com); Starter Sallie Urffer; Judge-Referee Cyndi Smith; Chief Judge Claire Sanderson; Race Secretary Lynn Taylor; Referee Zachary Maino ; Referee James Yahr ; Referee John Bickmore ; Judge Gina Dellinger ; and Assistant Tom Foss.  USA Cycling’s National Events Manager – on site – will be Tom Mahoney and Emily Palmer.
  4. Members of the Race Jury for this event are Noreen Landis-Tyson, Sallie Urffer, and Cyndi Smith. 
  5. BIB NUMBERS WILL BE WORN ACCORDING TO THE TABLE BELOW.  Bib numbers may not be trimmed or folded.  Riders presenting themselves at the line without proper numbers, or with a number trimmed or folded, may have their starts refused.  Riders who lose or modify their numbers will be charged $15 for replacement number(s).

*For any race requiring 2 hip numbers, the bib numbers must be placed so that one number is on the left side, positioned for the photo finish, and the other number is on the right side, positioned for the announcer and spectators. 
  1. An appropriate Collegiate Team Jersey must be worn in each event.  Sleeveless jerseys will not be allowed.
  2. Rider heats and competitions will be published and announced.  Riders may not delay competition (e.g., not reporting as scheduled; taking too much time to get ready).  If you plan to scratch from an event you have entered, you must do so prior to the start of the session by notifying the Race Secretary or the USA Cycling Representative in the Velodrome Offices.
  3. Check-in for Team Events must be completed by the end of the previous day’s morning session.  Please check-in with the Race Secretary or the USA Cycling Representative in the Velodrome Offices.  Failure to check-in may result in the Team’s omission from the Start List, and your Team may have its start refused.
  4. A rider/team may have one and only one coach on the track apron during an event.  For mass start events, all coaches must stay on the back straight in the designated area.  The wheel/repair pit for mass start events will be on the back straight.
  5. All riders, managers, coaches, mechanics, and spectators are under the supervision of the officials and under the regulations of USA Cycling.  Inappropriate conduct may result in removal from the infield and/or facility for that session.  Particularly egregious behavior will result in a ban and/or disqualification from the Championships.
  6. For any event where seeding is based on a timed qualification, riders withdrawing after qualifications and before the first heats are established will be replaced by the next fastest rider.  After the rounds commence, no one will move in to the vacated position, and the result will be left blank.
  7. The 500 Meter Time Trial Final will be run as two-up heats, with the first rider listed in each heat starting on the home straight, and the other rider starting on the back straight.  Please note that this event is 1.5 laps at the USOTC Velodrome.
  8. The Kilometer Time Trial Final will be run as two-up heats, with the first rider listed in each heat starting on the home straight, and the other rider starting on the back straight.  Please note that this event is 3 laps at the USOTC Velodrome.
  9. The 3000 Meter (9 laps) and 4000 Meter (12 laps) Individual Pursuit Finals will be run as two-up heats, with the first rider listed in each heat starting on the home straight, and the other rider starting on the back straight.  A rider who is caught must still finish the distance to have his/her time recorded.  Any rider who is caught and passed may not subsequently re-pass the other rider, nor may he/she draft the other rider (disqualification for re-passing, or for drafting). 
  10. For all Team Pursuit and Team Sprint events, riders must start side-by-side.
  11. The Men and Women Team Pursuit Finals will be run over 4km (12 laps), with a minimum of 3 riders and a maximum of 4 riders per team.  No composite teams (i.e., members from more than one collegiate team) will be allowed.  Except for event distance and number of competitors, Team Pursuit rules will govern this event. Team Pursuit Finals will be one-ups, and all teams will start on the home straight.  A Team must finish with 3 riders, since times are recorded on the leading wheel of the third rider.
  12. The Co-ed Team Sprint Final will be run over 2km (6 laps), with a minimum of 2 riders and a maximum of 6 riders per team.  Moreover, each team must have at least 1 woman and no more than 4 men per team.  Women must lead the team for a minimum of 2 laps.  No composite teams (i.e., members from more than one collegiate team) will be allowed. Teams Sprint Finals will be one-ups, and all teams will start on the home straight.  This event is limited to mass-start legal bikes; handlebars for mass-start bicycles may not have forearm supports, or handlebar extensions/attachments that point forward.
  13. Co-ed Team Sprint Exchanges will be as follows: At the completion of a lap, the rear edge of the leading rider’s back wheel must cross the pursuit line ahead of the leading edge of the front wheel of the following rider.  Immediately thereafter, the leading rider must draw aside (i.e., must vacate the sprinter’s lane) and ride above the sprinter’s line within 15 meters after the pursuit line (disqualification for violating the exchange protocols).
  14. The Points Race will be run as follows:
    1. Men’s Qualifying Heats, if needed, will be 15 km (45 laps); the first sprint will be at 36 to go
    2. Men’s Points Race Minor Final, if needed, will be 15 km (45 laps); the first sprint will be at 36 to go
    3. Men’s Points Race Final will be 30 km (90 laps)
    4. Women’s Qualifying Heats, if needed, will be 10 km (30 laps)
    5. Women’s Points Race Minor Final, if needed, will be 10 km (30 laps)
    6. Women’s Points Race Final will be 20 km (60 laps)
    7. For both Men and Women, sprints will be every 2km (6 laps)
    8. Ties on points are broken by order of finish in the final sprint
  15. The Scratch Race will be conducted as follows:  
    1. Men’s Qualifying Heats, if needed, will be 6 km (18 laps)
    2. Men’s Scratch Race Minor Final, if needed, will be 6 km (18 laps)
    3. Men’s Scratch Race Final will be 12 km (36 laps)
    4. Women’s Qualifying Heats, if needed, will be 4 km (12 laps)
    5. Women’s Scratch Race Minor Final, if needed, will be 4 km (12 laps)
    6. Women’s Scratch Race Final will be 8 km (24 laps).
  16. For the Men’s Sprint tournament, the top 18 riders will advance from the 200 m qualifying time trial.  The 200 m time trial is a flying start time trial over 2.5 laps; all riders will start on the back straight.
  17. For the Women’s Sprint tournament, the top 18 riders will advance from the 200 m qualifying time trial.  The 200 m time trial is a flying start time trial over 2.5 laps; all riders will start on the back straight.
  18. Anti-doping protocols may be conducted by USADA for this event, in accordance with USADA regulations.
